Investigative Support Center (ISC)

The Investigative Support Center (ISC) is the hub of Lake County HIDTA operations. The initiative was started in 1997 with the creation of the HIDTA. The ISC is jointly managed by the Drug Enforcement Administration (DEA) and the Indiana State Police (ISP). The ISC is staffed by HIDTA analysts, DEA personnel and the Indiana National Guard. The ISC provides accurate, detailed and timely drug and non-drug intelligence to both HIDTA initiative partners, as well as other Lake County law enforcement agencies. The ISC provides both event and case subject deconfliction to HIDTA Initiatives and outside agencies in Lake County.

The ISC is co-located in the HIDTA facilities with all of the other HIDTA Initiatives except the Gang Response Investigative Team. The ISC expanded in 2007 with a variety of software and hardware improvements that make it a legitimate inter-agency intelligence center. Examples of this are: participation in SafeTNet, a deconfliction system currently linked to four regional HIDTAs that linked to the 18 other HIDTAs and the National Virtual Pointer System in 2005; the creation of a hardware and software link at the ISC which allows the two primary data systems used in the County by Police and Correctional facilities to interface; and deploying i2 Analyst Notebook and ArcView graphics and mapping programs. The priorities in 2009 are to increase quality case support activities while adding strategic and predictive intelligence capabilities.

The Support Center offers a variety of investigative tools that can support your department's case needs. Requests can range from locating suspects, completing criminal history checks and obtaining BMV information to creating maps and link charts or conducting video forensics. Our purpose is to facilitate law enforcement investigations by providing services and technological resources that may not be readily available. Our highly trained staff is eager to assist you.

Services Provided:
The ISC can offer analytical services to support your cases by tailoring and organizing information into hard-hitting intelligence products. Our services include:

Audio & Video Forensics — Trained analysts review taped evidence to conduct forensic analysis. This process may identify overlooked crime scene evidence and assist in picture and audio clarification.

Mobile Device & Computer Forensics — Trained investigators forensically acquire images of digital evidence and analyze them, adding vital support and intelligence to your case. Cell phones can be analyzed to find call logs, text messages, pictures and more.

Link Charts — Analysts can methodically arrange complex information into easy-to-understand flow charts.

Maps — The Support Center has the capability to create maps custom-tailored to your investigative needs.

Firearms Traces — Submissions are faxed to the ISC for entry into the National Tracing Center’s eTrace online database. Results are sent to submitting agency.

BOLO — Be On The Lookout: A powerful tool for disseminating invaluable information regarding recent crimes, subjects involved and the Modus Operandi.

Deconfliction System — This system is linked nationally through Chicago and other HIDTAs, as well as the National Drug Pointer Index system (NDPIX). Target and event deconflictions should be submitted on entities in your case or when operations such as search warrants, buy/bust, and CI/undercover buys are planned. This process promotes safe operations.
